My Double-Random Layer EncryptDecrypt DLL Version 4.0

This is my Double-random EncryptDecrypt Utility. I developed this in .Net using C#/VB language. This allows you to encrypt a certain string to a multiple encryption value. As you notice above figures all were randomly encrypted in symbols but when decrypting still the same output value. Each click provides an encryption value not the same with the figure below. Take a look below the ff screen shots.
